Overview: On December 23, the Party Committee of Qingling Group held a conference on the 2025 annual accountability and integrity reports by secretaries of grassroots Party organizations, as well as an integrity talk. During the meeting, participants watched an educational warning film and were briefed on the spirit of relevant documents issued by the Municipal Commission for Discipline Inspection. The meeting was chaired and addressed by Luo Yuguang, Secretary of the Group’s Party Committee and Chairman of the Board. Forty-five members of the Group’s Party Committee and secretaries of grassroots Party organizations attended the meeting.

During the meeting, participants watched an educational warning film and were briefed on the spirit of relevant documents issued by the Municipal Commission for Discipline Inspection. The meeting was chaired and addressed by Luo Yuguang, Secretary of the Group’s Party Committee and Chairman of the Board. Forty-five members of the Group’s Party Committee and secretaries of grassroots Party organizations attended the meeting.

  At the meeting, six secretaries of primary-level Party branches (general Party branches) delivered on-site reports on their responsibilities for Party governance and self-discipline, as well as their compliance with regulations on integrity and self-discipline. Additionally, 33 secretaries of primary-level Party branches submitted written reports. These reports not only objectively summarized achievements but also candidly identified existing problems, with clearly defined directions for rectification, reflecting a strong sense of political awareness and responsibility. Yue Jiankang, member of the Group Party Committee, Secretary of the Discipline Inspection Commission, and Inspector General, provided commentary on the performance of the primary-level Party organization secretaries in their accountability and integrity reports. Luo Yuguang, Secretary of the Group Party Committee and Chairman of the Board, delivered a speech and conducted integrity talks with the participants.

  Yue Jiankang offered comments from three perspectives: "the achievements are worthy of recognition, the problems cannot be ignored, and Party governance within enterprises must be strictly enforced." He fully affirmed that the "leading officials" of grassroots Party organizations had been objective in their self-reports, practical in their actions, and focused on targeted improvements, thereby achieving the effects of self-examination, reflection and enhancement, uniting hearts and minds, and promoting reform and governance.

  Luo Yuguang pointed out that the members of the Party Committee of the Group and the “leading officials” of grassroots Party organizations must clearly recognize the current situation and tasks, and must continuously, thoroughly, and effectively fulfill their primary responsibility for exercising strict governance over the Party in all respects. They should uphold the overarching tone of rigor for the long term, focus on the enterprise’s goal of “high-quality development,” further consolidate a sound and upright political environment, and propel Qingling Group to forge ahead with determination and steady progress amid fierce market competition and profound industrial transformation.

  Luo Yuguang called upon Party members and leading cadres at all levels within the Group—especially the “top leaders”—to thoroughly implement the spirit of the 20th National Congress of the CPC and the Fourth Plenary Session of the 20th CPC Central Committee. They should remain confident, forge ahead with vigor, focus on practical actions, tackle tough challenges, and drive even greater achievements in the Group’s comprehensive and strict governance and high-quality development. First, we must clearly recognize the “timing” and “trends,” and deeply grasp the new tasks and requirements of comprehensively strengthening Party governance. We need to elevate our political awareness, strengthen our political responsibility, uphold the “two establishments,” practice the “two safeguards,” shoulder our principal responsibilities, fortify our ideological defenses, hold firm to the bottom line of integrity, and accelerate the implementation of our strategies for “technological self-reliance, systematic hydrogen energy development, and global marketing,” thereby enhancing the sense of gain, happiness, and security among employees and the public. Second, we must focus on both “specific points” and “broader areas,” precisely addressing the new risks and challenges facing comprehensive and strict Party governance. We should seize opportunities to promote enterprise reform and upgrading, and speed up the establishment of mechanisms for preventing and controlling various risks. We must continue to leverage the effectiveness of “large-scale supervision,” constantly reinforce education on ideals and convictions, Party discipline and national laws, and cautionary education through real-life cases, thus building a solid ideological bulwark against corruption. Third, we must firmly enforce “responsibilities” and “duties,” and resolutely carry out the new arrangements and strategies for comprehensive and strict Party governance. We must deeply understand the demands of the times, continuously enhance our political “three capabilities,” and hone our professional skills by staying at the forefront of the automotive industry and keeping in mind the overall strategic picture of the enterprise. We must rigorously assign and fulfill work responsibilities, adopting a “nailing-down” spirit to ensure effective implementation. We must consistently put discipline and rules first, and precisely apply the “four forms” of supervision and disciplinary enforcement.
